Debian is a free operating system (OS) for your computer. An operating system is the set of basic programs and utilities that make your computer run. Debian uses the Linux kernel (the core of an operating system), but most of the basic OS tools come from the GNU project; hence the name GNU/Linux. No, at least not in the same way Wubi does it. Debian does have the Win32-Loader. It adds an entry to the Windows menu, but unlike Wubi it does not create a virtual file system. Instead, it simply chainloads GRUB to boot into the Debian installer. This makes it more equivalent to setting up a dual-boot using a CD (which is actually usually easier and safer than Wubi).
